I think this is likely a '74 or later as well because of the Reynolds fork; the earlier ones had a Reynolds main frame. I suspect it's hard to date these bikes just from the parts alone though. I have a mid 70s Motobecane (also with a Reynolds fork) that came with Normandy gold label hubs, Weinmann brakes, Campy derailleurs, Stronglight headset, and a TA cyclo tourist double. These are really nice bikes. If it's your size, I'd be sorely tempted to build it and ride it. You got a very good deal at $80. I don't think there were a better set of vintage rims than the Super Champion 58s. They build up great and they are as strong as heck once the wheels are properly built.
I replaced the TA cyclotourist crank with a Nervar 631/633 crank, the campy rear derailleur with a suntour, and installed a 700c wheelset with 700 x 35c tires so I could ride the bike on gravel.
