I'm afraid that I just go by how the latch feels when closed. If there's no play but I can still close it without extraordinary effort, I assume I got it right. Someone else may have a more scientific method.

About the stopper hook, this is just a personal opinion. I don't claim to be an expert, this is just what seems reasonable. I think the latch will most likely stay closed without it *most* of the time. I can imagine, though, that it could be struck in such a way while riding that it would pop open, and that is what the stopper hook is supposed to prevent. If it were me, I would probably at least try to secure it with some kind of sturdy strap that could be removed easily for folding. Then I'd write to Dahon or their local distributor to try to get a replacement.
