But your points are well taken - if I have to buy tabbed steel washers, I can file one. Unlike at least one of us, if I can use tabbed washers (i.e. the fork steerer tube is grooved), I can install that without bunging up the fork-tube threading.
The only way you are going to find a chrome headset washer without the tab is someone already filed it off.
