You really shouldn't think about whether it's worth the $450 or not. Figure out if it's worth it to you. Are you able to find any other bike with with those components that is less expensive? However the price is what I'd say is on the higher end of what it should be worth. Maybe if the tires aren't new or the chain is needing replacement the owner will take less.
As long as everything is in good to great condition, then over the time you own the bike, you'll get your money's worth from it... if you ride it. If you have to replace chain and tires right off the bat, then that adds up quickly.
Just make certain it is the correct size for you and that you want the type of body position that bike is made to give. On today's bikes, it's not really just raising or lowering the bars that gives you the fit you desire.
