That would seem to indicate that they are building them to order, possibly with Just In Time stocking of components, so any improvements can be implemented immediately without a lot of stock lacking that improvement, and also minimize the damage of large stock in the event of a defect discovered. That's been a common practice in manufacturing for a long time, but can be more difficult for suppliers.
