Instead of bend the two connecting tubes, I would bend or cut off the 'kick up' front part of the rack , which is close to hitting the cable stop and limiting how far forward you could tilt the rack.
I would not add any kind of extender to the bottom. You do not want that rack sitting any higher. You want to carry the weight as low as possible. Otherwise the bike will sway.
