I'm a big fan of rubber-covered stainless-steel P-clamps. Available in various diameters at marine (boat) supply shops. Usually would be used on seatstays in lieu of braze-ons to mount a rack. For me, it was to mount a high and aft rear rack on my 20" wheel folder, so the stock rack stays wouldn't reach far enough forward and low to those seatstays (with braze-ons). I found super long aftermarket stays, but those are wider than the channels on the rack for them, and would be stronger at a lower angle; P-clamps to the rescue, the stays attach directly to the beefiest horizontal rod on the top deck, very sound.
