As for Italian, that is not just a change in thread by diameter as well - 36mm is 1.42" vs. English 1.37. So the threads are likely to be better formed, if a bit harder to machine in the first place.
I believe all the Phil Wood cartridges the retaining rings are just a slip fit onto the ends where the bearings stick out. My original plan was to use the PW Raleigh Super Corsa retaining rings on a 73 mm cartridge — is supposed to be a drop-in solution. But since neither of those parts is available, the plan changed to find the longest cartridge I can and machine my own rings. I think it will work out better since even if the cartridge turns out to be 68, I should be able to compensate by making the rings thicker at their ends to make up the difference.

I checked the lathe and made sure I've got a 16 and a 52 gear. I'm waiting on a piece of 6061 T6 1.5 inch stock and the cartridge. I'm kind of excited to do this. ..Pretty sure it will work.
