Phil Wood recommends “firm hand torque” with their special tool and anti-seize on the threads, but it’s not like torquing a crank bolt or cassette lockring. About antisieze though, I believe are talking about with use of a locking ring, about which they say "“The use of a lockring is optional but recommended for maximum security.” Thinking about it, a lock ring could be helpful, as I can then use antisieze instead of loctite blue in order to minimize torque needed to remove if it needs servicing.
Most BBs use higher torque than that. Phil Wood is 40nm.
Phil Wood cups are installed with Loctite, not antiseize.
Phil Wood cups don't have any thread showing to put a lock ring on.
Which all begs the question, what the hell are you reading?
