I wasn't clear, the basket was solidly hose clamped to a Nitto rack. It wasn't moving, it felt more like the fork was flexing under a load that was too high and too heavy. I bet lowriders would have eliminated that.
Based on this comment and Russell's comments, I think I will go with a set of lowriders and front bag/basket to carry lighter things in.
