This is somewhat normal for these, they often move around a bit while the wheel is spinning and not pedaling.

You may be able to get it off at the Community Cycling Center on 17th and Alberta, they should have the tool, it is one of the few that I don't have or I would offer up to do it for you.

New bearings on these is not for the faint of heart and it may not help this anyway, you can replace it with a SunTour easy unless its French hub threading which I doubt, they should have one of these as well.

They may have volunteer days as might the Bike Farm where you could learn how and the tools you need.
