That is exactly correct. And the vertical balance point will split the difference between the camber of both wheels. I pondered a day ago, the merit of correcting for the defect via alignment of the fork blades, but while that would correct for the front wheel camber error, it will not correct for the handlebar cant, which is more noticeable than the camber error.
