I'd ask at the store whether they have a bike mechanic on staff.

Still, I'd buy the Raleigh. It's priced quite a bit higher than the entry-level bikes that are built solely to hit the lowest possible price point, so it's decent quality, comparable to an entry-level bike store model.

But clarify what "cannot be returned" means. I'd want confirmation that they'd repair or replace any defective components.
