Perhaps my question is better asked this way: do we think that the folks who design caliper brakes intend for them to maintain 3mm tire clearance even if the cables snap or go lose?
For comparison, the photo below is of a 25mm tire with an old Ultegra caliper above it that has had its cable disconnected. The clearance seems unchanged relative to the properly setup condition.
