Well, yeah. He could probably add a threaded rod coupler to extend it through the toptube, having drilled a 1/2" hole to the other side, add some 3/4" fender washers on both sides, and a galvanized 3/8" nut with a lockwasher. Plus, with the threaded rod sticking out under the toptube, I'm sure he could finagle a way, using a couple of large p-clamps and some zip-ties, to mount his frame pump. Cool idea.
