There are a number of factors that go into how a particular bike feels on the road, but yes, there are big differences between bikes. The type of steel is actually less important than people think, once you get into the better tubesets. The differences are more in the frame geometry. The riding experience of various frames can vary quite a bit, even with the same frame material.
