Well, the answer is that every vehicle on the road inconveniences other vehicles at times. That's just the nature of traffic. Does he inconvenience others when he needs to turn left? Absolutely. When he needs to park? Absolutely. If traffic is heavy, does his very presence inconvenience others? Absolutely. If you're going to use the public roads, expect to be inconvenienced at times.
