There are braze on mounts, but I can't think of any especially easy ways to get them mounted to a clamp.
When I went to mount a pump holder on my son's Cannondale, I cut off the clamp part of a Zéfal pump clip and brazed the umbrella to a stainless steel hose clamp of a size that would fit around the Cannondale's oversize tubing. Worked fine for years; still working when he sold the bike many years later.
I suspect that a similar hack would work with a shift lever mount.
