All the Tipo hubs I’ve seen and know have more cyclindrical/less hourglass-shaped centre sections.

To me these are almost certainly Victory/Triomphe, although possibly with non-original skewers, there’s not much in the photos to go on.

Triomphe and Victory hub shells appeared identical, and all parts but the skewer lever end cap and adjusting nut were the same.
