So you can do nothing, and maybe the driver keeps doing it until the day the cyclist swerves for squirrel and is killed by him. And that driver is not the kind who will stop.

Or you can do something, and maybe risk retaliation by someone who is clearly an a-hole, filled with hate on several different levels. Maybe he would run you down just for reporting this to his insurance, or giving him the finger.

That's why I would go nuclear - restraining order, report the incident as a hate crime, send the restraining order and anything else to the guy's boss and tell the police that you fear for your life. Crush him so he knows everyone is watching him and he can't do anything.
