Absolutely wrong.

If a motor vehicle can't pass by going into the other lane, whether fully or partially, then they shouldn't pass.

No one should have to hug the curb. IMO, that increases their danger by not having enough room for their own safety even if no other vehicles were around. All hugging the curb does is give a opportunity for vehicles to try and pass you in the same lane while other vehicles, oncoming or going the same way on multi lane roads. And when they do that, they will be too close for safety.

I never give any traffic behind me room to pass in the same lane. It's worked well since I was a small kid riding my bike to school.
