Despite what people think, paint is quite porous as it is a mostly organic material.
Many had tried to clearcoat bare steel frames and found out that eventually, the steel eventually corroded under the clearcoat paint. Though slowly but it does and will eventually look pretty bad under the clearcoat.

i worked for a tool company that tried to clear coat a series tool boxes, they slowly started turning orange(rusting under clear), and had to warranty most of them. It sealed in the moisture in the air due to the humidity many guessed.
