Steel frames can weight 2.5 to 6 pounds. That's only 20-25% of the bike weight. So even an old SL frame at 4.5 pounds can build at 17 if it has an all carbon fork and lightish components.
Carbon Fiber fork, with threadless headset makes a big difference compared to steel fork and threaded headset on a traditional steel frame.
