If someone is standing on the curb looking like they want to cross at an intersection or crosswalk, you absolutely should stop. That is the law. They have right of way, and they don't have to endanger themselves by stepping off the curb to signal what they are doing. You are 100% wrong about that, and if it leads to an accident, you will be in trouble for hitting a pedestrian with the right of way.
Perhaps you are correct about the law and/or motorist behavior where you live; don't expect to stay healthy or get much legal support if injured while stepping off the curb at an uncontrolled (by physical sign, crosswalk markings or signal) intersection in the face of approaching traffic on the East Coast or Midwest of the U.S.
You can also expect to wait all day for fast traffic to stop for a pedestrian standing on the curb at such an intersection.
