I actually have two bikes with a 48/16 gear ratio, both running Continental Ultra Sport tires, and I have the exact same question as you—whether there's any significant difference in efficiency between the two.
Unfortunately I think 3 years later the OP is no longer posting here but maybe you will get lucky and they will see it?
