Correct! The additional stars only indicate a better score on specific tests of a simulated scenario devised by the testing organization. The helmets with additional stars may, or may not, be any "better" than any other helmet in the performance of reducing the severity of head injury as measured by real world bicycling accident injury stats, but who knows, since nobody is counting.
with this, I often wondered how an organized event require a person to have a helmet to cover liability issues when the rating used to eval the safety equipment is subjective?
