A Stronglight Competition 54 or 55 crankset with a set of rings, probably 52/48, maybe as wide as 52/42 if you can find them, is what you're going for. The front derailleur tab may be for a "suicide" rod shifter. Simplex, Huret, and Cyclo made them. You've got Simplex dropouts, so a Simplex TdF rear derailleur, probably 4 speed, is what you might be looking for. The Simplex Competition front derailleur may be a bit harder to find, and may cost you more than you paid for the frame, but they are very worth the expense once you get your restoration done.
I can't help with the date of the frame but it looks lovely.
