Since you also mentioned lining the lugs with a brush, if you are skilled with a brush, then great. I thought I was pretty good until I tried lug lining. If you do it with a brush, the pinstriper's brushes are best because they hold enough paint. If you want to try something else, some on BikeForums like the Paint pens. Personally I found the line to be too thick after lug lining my wife's Mixte. Perhaps newer versions have a finer tip with good paint delivery?

My favorite is the Kemper Fluid Writer. It delivers a consistent thickness line. You may have to thin the paint a little depending upon what you use. I used Testors gold paint and I believe I thinned it a tiny bit. Results looked great. It made my the Fuji Espree look at least two steps up in the line up.
