The more I read on bike frame painting the more confusing it gets.
1. Agree---the game is clean the frame, LIGHTLY rough.. my choice likely 4/0 steel wool..wipe/clean I'd use acetone (?)
2. primer... this a ?... enamel prime "sounds" a good route... research appears Krylon and R-Oleum about same. Rough clean again.... then paint.
3. Lowes lady SEZ 5/1 sticks well???
4. Car paint.... or a coat of 2K over rattle paint... some state the 2K durable/tougher....???
Confusion... etc... intend to do the prep right. Mostly my Rust-Ol job back when ok... failed IMO w wipe down for paint prep.
Considering a frame buy just to practice on. LOL on these types using the chems for stripping paint.... IMO unless really rusted.
