The steerer might be Eyetalian also - the threads are so close that usually either one will fit the same threads.

Steerer I.D. sounds wacky. AFAIK Columbus very rarely made anything but 22.2 I.D. in a 1" steeerer in modern times.

Maybe there is a burr or a dent you're not seeing ?
