If you warned the city and they did nothing prior to a fatality, send a copy of the dated letter to the dead person's family attorney. It will show the court that the city is liable.
It would show the court that the dead person's attorney came into possession of a copy of a "warning letter" that somebody claimed to have sent to the city. Show the court that the city is liable? Maybe, then again maybe not, doesn't seem as slam dunk as you imply.
