front clincher tire recommendations

I need a new front tire, clincher as I use normal butyl tubes, something between 25mm and 28mm and my focus is on grippiness when doing aggresive cornering. I don't want it to slip under any circumstances - here it's easy to overdo a corner because of poor, unmaintained roads that are filled with all kind of gunk, sand, dirt, even chemical substances not to mention cracks, potholes and overally poor, old tarmac - and some road sections are just filled with cobblestones. This combines with stupid, aggresive local drivers who speed up on blind corners and completely don't care about anything but themselves. I'm also all-year rider so tire must be good for wet, icy and slippery roads. Obviously, it also needs to offer decent puncture protection.

The bike was an old steel racing machine with aggresive geometry, but these days it's used as a commuter, built around durable components that sustain all-year riding in all conditions. Due to these reasons I'm not into super-performing high tier tires, as those are purely optimized around performance at cost of everything else, not to mention price. And I count-in that I might be forced that change tires more often due to mechanical damages, not typical wear.

So I'm wondering are there any low/mid tier tires that could fit my needs? I've checked some manufacturer websites and sometimes they offer "control"(or similar) variants of popular tires, do those actually work?
