I've also heard of honing out the inside of the steerer tube. Since the outside diameters are the same, and the tubing is the same, the reduction in wall thickness would seem to be safe. But I've only ever had one .833" adult bike, a '77 Schwinn, and it's long gone now. (Too bad, too... it was a sweet bike, and the paint was in great shape.) I do know that people whose opinions I respected recommended it.
