Taking a 27.2 seatpost to 27.0 can be a couple hours work by hand. But only going 22.2 to 22.1 with a stem should be much easier. Check the diameter often as you go along.
thats encouraging. Its actually 22.2 to 21.1mm though so a total of 1.1mm vs .2mm in your case. That works out to 1 hr per tenth mm or 11 hours. How bad do I want it?
