Foot pedal raises the vertical rod and the jutting piece that presses down on the downtube, effectively keeping the bottom bracket in the cradle. I think there's a spring that should keep the vertical rod pulled down when the pedal is released. I suppose the fork-like piece keeps the front wheel from turning, and the foot pedal also drops that fork so the bike can easily be removed from standing height.
