As far as jeopardizing your health, any time you breathe your inhaling pollution so you should probably report everyone. Including yourself if you own a car or use heat in the winter or AC in the summer.
Not to mention the rubber, plastic and metal factories that made the parts on your bike

Now if the dude tried to run you over or wreck you.
