It means, in this context, to make a claim about the benefits of a product. Which is usually what a reviewer might say about a manufacturer or vendor. Odd for the manufacturer to use the term about themselves.

yeah I don’t know where the ticket tout usage started or if it’s somehow linked - because they tend to shout to advertise they’re selling tickets?
