The angle this site lists is inconsistent. Sometimes it's sweep and sometimes it's flare. And it does not list rise at all. Sometimes I wish we had a better way of communicating handlebar geometry. Listings that say "nine degrees back and five degrees up" are freaking useless. I have seen a few stabs at it but they weren't good. We are now using this new system no one else does! Good luck! For flat bars you could come up with something. The angle between the grips, the horizontal and vertical distance from their axis intersection to the clamp centerline. Drop bars however seem to sometimes have no straight sections at all to use for a datum
