There is a dedicated shield for the bearing built into the adaptor at the inner end. It is basically a disc. The flared portion serves as a "transition" from the cylindrical portion of the adapter to that shield, probably reinforcing that transition. But there would be no problem starting that flare, say, 1.5 mm deeper, just to leave enough of the straight portion to facilitate unimpeded tool access to the inner lockring splines.
