I know that if you have a recent iPhone you can reach 911 and text preset emergency contacts even in areas with no cell service. You send the message vis satellite, similar to certain emergency contact devices that backpackers and the like have had for some years now. From what I’ve read there are few places in the world in which you can’t connect.
