Fixed cup came loose, advice for reinstalling?

Is it possible to reinstall a fixed cup (Italian thread) to the correct torque with this wrench?

I ask because this is what I have and one of the sides does fit the fixed cup.

My fixed cup came loose today on my first ride on a new to me bike. I think it was probably my fault, I didn’t check to make sure the nds was tightened up, I just checked for play and felt none so figured it was on there tight. At least I think that’s what caused it? I know Italian threaded BBs are prone to coming loose but not if tightened up to the right torque, no?

any help would be much appreciated, I’m just trying to avoid having to buy a $100 tool!
