That's a high-end racing machine, pro-caliber. Hard to tell for sure from the pics but I think those lugs were thinned (hand-filed). Nervx Pro lugs are pretty thick as-delivered.

I'd bet a dollar the bike originally came with sew-ups.

I'd love to see more pics, close-ups of frame details like seat cluster, dropouts, bottom bracket.
