"Accurate" in what way? Your "baseline" is going to fluctuate based on grade, wind, fatigue, etc.
Try this...If your cadence is lower than your comfort zone, shift. If your cadence is higher than your comfort zone, shift. Go by the feel in your legs, not the number on your gear indicator.
