It seems unlikely that you'll get a puncture that needs a plug, in a high quality (high thread count) tyre, without cutting a thread or two. So there will be localised structural damage. As long as it's not severe it will not propagate beyond the local area, the adjacent threads prevent distortion so the carcass remains viable. Just watch out for distortion in the casing that indicates failure has spread.
