If you do want to push the limits, get an '80s sport tourer. Replace the 27" wheels with 700c and you should have clearance for at least 35mm tires. Replace the calipers with mid-reach double pivots and you'll have excellent stopping power. But the overall position and geometry is not far off of what you'd want.
