Man!! I'm so sick of screwing around with tubeless! I'm trying to mount a set of Michelin Powercups to my alloy rims (17mm inner width). After I mount the tire, inspect to see all is in order, I hit it with the compressor to seat the tire. After I see that it seats well, I deflate, fill with sealant, and hit it with the compressor. But these tires won't even inflate at all. I'm being sure to mount the tire around the inner valve. But nothing! Air escaping all over the place. I've never had this happen with any other tire. I don't know what tire you're using but 17 inner for the rim is less than what every single modern tubeless tire is designed for. That may contribute to the problem.
I've successfully run 28's tubeless on 17's and it was fine. I also semi successfully ran 38's on 18's but they were super finicky. I ended up resorting to "skinny strippers" and that solved all my issues. They are a whole new level of finick but ultimately worth it when going off label.
It's not necessary on my wider and more modern rims unless I'm compensating for a dent.
Not saying this is your problem but it may be a contributing factor.
