I don't know what tire you're using but 17 inner for the rim is less than what every single modern tubeless tire is designed for. That may contribute to the problem.

I've successfully run 28's tubeless on 17's and it was fine. I also semi successfully ran 38's on 18's but they were super finicky. I ended up resorting to "skinny strippers" and that solved all my issues. They are a whole new level of finick but ultimately worth it when going off label.

It's not necessary on my wider and more modern rims unless I'm compensating for a dent.

Not saying this is your problem but it may be a contributing factor.
