One benefit of traveling to Spain to pick up a bike is that you could ride the bike and therefore bring it back to the US as a used bike. It might be hard to establish the used value of the bike, though. Subtract the exemption, and importing a used bike could cut the customs cost way down and offset a portion of the cost of the trip.
