I'll just add my own personal experience. For the last 30+ years I've mostly bought lightweight 700 x 23-28mm tires that have pretty low rolling resistance and currently it's the continental GP5000's but have used mostly all generations of Michelin SuperComp HD's through the current Power models and a few other brands in between. These are all fairly puncture prone compared to heavier duty tires but I love having the low rolling resistance. I use on and off, the Mr.Tuffy flat strips which seem to reduce flats from 1/3 to 1/2 of running without them and do notice a very slight difference in the rolling resistance and weight. Some say why waste your money on a lightweight tire and then add a slower, heavier flat strip. I have tried some of the next level of some of the mfrs more flat-resistant but still fast tires (such as the old Michelin Pro Endurance and others) and found them to be no more puncture proof without the flat strips but still slower than my super fast tires with Mr Tuffy flat strips. This is from over 100k miles of riding with about 50% of that mileage with the flat strips.
