Regardless of what the administration is advocating, states and cities are still free to prioritize alternative types of transportation including bike lanes. The City of Seattle, is rolling out new bike lanes just about every other week. The City of Redmond, in WA recently opened a several mile MUP and has plans for more. Talk to you local officials, planners and you may find that many expansion plans do not involve federal funds. And for states and cities that decide to tear them, it might be a good clue to find a new city.
The hostile to cars comment, is to be expected, since it fits an overall pattern. And to borrow a word used by someone in power, sad.
