Yeah, I know the one that's currently screwed in is a race number hanger. There's just another threaded bolt hole next to the race number hanger. Just enough closer to the head tube that it's positioned in the right spot for a pump peg. Not spaced far enough apart for water bottle hangers. Maybe so you could put your race number hanger in different spots? Some sort of odd screw up? Dunno.

Mine does also have a club cutout on the seat stay tips. The paint that filled it had worn off and there was a bit of black (from the pink black pain swirls), so I, in error, replaced it with black rather than white paint and it doesn't really show in my picture.
